RESTORATION PROJECT STATUS UPDATE

The report being prepared by the consulting team of Philip Williams and Associates (PWA) and Wetlands Research Associates (WRA), including the sedimentation analyses prepared by Dr. Roger Byrne, is now scheduled for publication and release February 10.

As Bill Carmen, Marin County Open Space District’s project manager for the restoration feasibility study, explains in a letter, the delay is for a very good reason; namely, to give us the most coherent and understandable report possible.

Bill uses a number of acronyms that may not be familiar to all of us who are interested in the health and long-term durability of Bolinas Lagoon. An explanation follows:

USACE and ACOE refer to the U. S. Army Corps of Engineers, Marin County Open Space District’s (OSD) federal partner in the venture.

PRAG is the “Project Reformulation Advisory Group.” The current phase of the work is the “project reformulation phase,” in which OSD is determining, insofar as possible, what Bolinas Lagoon will be like in 50 years if no intervention occurs. PRAG consists of representatives from the Bolinas Lagoon Technical Advisory Committee, Dr. Josh Collins from the San Francisco Estuary Institute, and Bill Carmen.

TRG is the Technical Review Group, a group of subject matter specialists headed by Dr. Collins, who function as a peer-review panel to review the work of the consulting team (PWA, WRA and Byrne).

As explained in Bill’s letter, the TRG comments on the draft of the consulting team’s report were submitted in late December. The procedure is for PRAG to review those comments, write comments of their own, and submit all to the consulting team, which, in turn, addresses all the issues raised in the comments. It is important that the issues raised be addressed in terms understandable to lay people if we are to make sense of the consultants’ report.
